Phil was a veteran of U.S. Army, former member of New Covenant Fellowship,
and retired from Life Touch.
He was preceded in death by his father Benny Blackwell and mother Rose Toliver and
brother Wayne Blackwell.
Survivors include his wife of 23 years Dedra Harrington Blackwell, daughters: Seleste(Carlos)Jackson ; son Phil Blackwell Jr.; siblings Wanda(Fred)Jones and Stephanie(David)Newsom; brother Ronnie Blackwell; host of extended family and friends.
Graveside services will be held 1:30 p.m. Friday, October 10, 2014 at Chattanooga National Cemetery with military honors.
