Born August 27, 1924 in Martinsburg, she was the daughter of the late Russell Hoyt and Edith Pearl James.
She attended local schools and graduated from Martinsburg High School Class of 1942.
After high school, Frances attended Strayer College and then became Secretary for an Oregon Congressman in DC where she met Harry S. Truman.
She married James W. Biedler on May 15, 1949.
Frances was a homemaker and helped with bookkeeping at Biedler Electric Motor Repair.
She was a faithful long-time member of the Independent Bible Church where she served as a deaconess and assisted on the Finance Committee. She also volunteered for Berkeley County Meals on Wheels.
She is survived by one son, Russell (Rusty) and wife, Cynthia, of Gerrardstown, one daughter, Mary Beth Rotz and husband, Terry, of Mililani, Hawaii, six grandchildren, Philip, Paul and Mark Biedler and Benjamin, James and Joshua Rotz, and 17 great-grandchildren.
In addition to her parents, she was preceded in death by her husband, James W. Biedler.
Friends will be received on Friday from 6-8pm at Rosedale Funeral Home.
Funeral services will be held on Saturday at 11am at Independent Bible Church with Rev. Mark Johnson and Rev. Curtis Lowry officiating. Interment will be in Rosedale Cemetery.
In lieu of flowers, memorial contributions can be made to Independent Bible Church.
