

FRANCES E. BILLINGSLEY SCARBROUGH Frances Ellouise Billingsley Scarbrough passed away in Austin on Wednesday, March 28, 2007 at the age of 75. She was born on March 18, 1932 in Lubbock, Texas to James P. Billingsley and Luline McKinney Billingsley of Dunn, Texas. In 1936 Frances' family moved to Snyder, Texas, where she still maintains a home. After graduating from high school in Snyder, Frances began working as deputy county clerk of Scurry County on January 10, 1951, planning to work for a few months and start college that fall. Her plans changed when she discovered she enjoyed working with people so much that she did not want to quit. She worked as deputy clerk for 37 years and was elected to county clerk in 1988. She held that position until her retirement on December 31, 1996. Her family has a long history of service in Scurry County. Her father, Jimmie Billingsley, was district clerk and other positions in Scurry County from 1937 until his retirement in 1974. On March 25, 1997, Frances was honored by her many friends and colleagues in Snyder with declaration of Frances Billingsley Day and a luncheon. On October 25, 1997, Frances married Lemuel Scarbrough, Jr. of Austin. They had met in their youth through a mutual family friend and rekindled their friendship in 1995. Frances and Lem enjoyed extensive travels through 2004. They especially enjoyed their annual Holiday Cruise on the QE2 and steamboating on the Mississippi River, Austin Symphony concerts, Mayfair Dance Club dances, and spending time at their lake house. Frances was preceded in death by her father in 1983 and her mother in 1991. She is survived by her loving husband, Lemuel Scarbrough, Jr. of Austin; brother, James P. Billingsley, Jr. and wife, Avis, of Claremore, Oklahoma; two nieces Barbara McKinney and husband Ed of Claremore, Oklahoma, and Sandra Chapman of Odessa, Texas; four cousins N. A. Billingsley and wife Margaret of Abilene, Texas, Ted Billingsley and wife Freda of Snyder, Texas, Janiece Blassingame of Colorado City, Texas, Don Billingsley and wife Norma of San Antonio, Texas; two step-children, Douglas Scarbrough of Austin and Lynn Ellen Ryals and husband Chris of Austin; sister-in-law Margaret Scarbrough Wilson of Austin; and many life long friends. Frances will be missed for her friendliness and warm smile. Everyone loved Frances. Frances' family would like to thank their caregivers, especially Tammy Sheppard, Inesa Hovhannisyan, and others. Memorial services will be held at 2:00 PM on Monday, April 2, 2007, at University Presbyterian Church, 2203 San Antonio Street, Austin, Texas 78705 with the Reverend San Williams officiating followed by her burial at Oakwood Cemetery in Austin.
