Kay was a new Deputy Game Protector when I signed on as a Deputy in 1965, he was a feisty, dedicated, dependable officer to have as a backup. My dad John D Askey worked with Kay for 16 years as a Deputy also. May he rest in peace.

Kay was a friend and one of my Deputies while I was in Clearfield County. I cannot make the services as I am out of state on a hunting trip. I believe Kay would appreciate that. My condolences to the Shugart’s family, he will be greatly missed.
