

Mr. Wilson C. “Bill” Levis, Sr., age 92, of Germantown, Maryland passed away at his residence on Tuesday, May 9, 2023. Born in Baltimore, Maryland on April 30, 1931, he was a son of the late Robert Carter and Kathryn Jackson Levis. He spent his childhood in Newark, Delaware and graduated from the University of Delaware in 1953.
Bill is survived by his wife Margaret, his children Debra, Wilson Jr., John, Victoria, Laura and Amy and leaves behind a legacy of 14 grandchildren and 16 great grandchildren. He is pre-deceased by two brothers: Robert Carter Jr. and Charles Jackson.
Bill has held many positions and roles throughout his career. Bill is best known for his 35 years of dedication to non-profit fundraising effectiveness and performance that has led to numerous honors, awards, and overall recognition among the fundraising community. His many accomplishments include the creation of a state registration software adopted in 10 states, revisions to the IRS Tax Form 990 used by nonprofit organizations, as well as directed numerous projects for the National Center for Charitable Statistics, Independent Sector and the Urban Institute. After retirement Bill continued his journey with over 600 hours of coding that delivered free software data to thousands of users.
As described by his colleagues Bill was a one-of-a-kind visionary, exceptionally inspiring intellectual, a volunteer extraordinaire and a master of bringing carefully selected people together who are inspired to volunteer and work on complicated challenges.
With all that said, what Bill enjoyed the most, along with golfing, cruising, and debating on various professional, personal and political topics - was his time with those most important to him - the love of his life Margaret, his children, and his many colleagues, friends and loved ones who joined him along the way on this amazing journey.
Friends may call at DeVol Funeral Home, 10 East Deer Park Drive, Gaithersburg, Maryland on Monday, May 15, 2023 from 2 p.m. to 4 p.m. The service will be held on Tuesday, May 16, 2023 at 11 a.m. Interment will be private.
