Joe is survived by his wife Julie Guillot Foy of Houston, TX; his children, Joe Foy of Houston, TX and Jeffery Foy of Los Angeles, CA; and his grandson, Robert Joseph Foy. He is preceded in death by his parents, Louis and Virginia Foy of New Orleans, LA; his brothers, Gene, Donald and Leroy Foy; and his sisters Doris and Janice.
Joe was born on November 3, 1937 in New Orleans, LA to Louis and Virginia Foy. Joe knew from an early age he wanted to build things. Joe attended the Louisiana State University , graduating with a degree in engineering in 1963. He married Julie Guillot Foy in 1959. After, his graduation he embarked on a prolific engineering career that spanned over 30 years. His first major project in 1964 was building the Lake Pontchartrain Causeway. He would later join NASA to work on the Apollo program. Joe continued his engineering career with Southland Paper Mills, ICB Construction, Temple Associates and Construction Project Consultants. Towards the end of his illustrious engineering career, Joe would become an expert witness and arbitrator for engineering cases that required his vast engineering knowledge.
Over the years, the couple welcomed two children into their home and Joe set about teaching them compassion, hard work, and dedication to family. His children remember him as a man of kindness, of generosity and whose life were defined by the love he devoted to his family.
Joe was an avid golfer, sportsman and outdoorsman. He was an active and dedicated member of the Baptist Church. Joe volunteered as a high school football referee and was a member of the Junior Chamber of Commerce and the American Arbitration Association.
Joe passed away peacefully. He will be remembered as a respected engineer with an engaging personality, and a leading figure in the community.
