Carroll was born in Alexandria, Louisiana and attended Lafargue High School in Effie, Louisiana. He moved to East Texas and graduated from Carlisle High School in Henderson, Texas. He served in the United States Army in Germany for two years. He was a medical specialist. He received the National Defense Service Medal. After serving in the Army, Carroll lived several years in Louisiana and for the last 12 years lived with his sister and her husband, Dee and Ralph Hart in Fort Worth, Texas.

In February 2009, Carroll made peace with God and was faithful for the remainder of his life. He found joy in serving the Lord and will be remembered for the great pleasure he took in serving others. The sweet, humble spirit with which he served will live on in the hearts of all who were touched by his life.

Carroll was a talented “fix-it” man, in-doors, and out-doors. Family, friends, and neighbors frequently called on him to solve challenging tasks that came easy for him. Cooking was his favorite in-door hobby with his flair for flavor.

Carroll is survived by his siblings Everette (Louise) Moreau and Dee Moreau (Ralph) Hart and extended family.

He is preceded in death by his father, Joseph Moreau, and his mother, Lea Jane Normand Moreau Ray. Due to current restrictions, funeral services will be by invitation only. A funeral service for Carroll will be held Thursday, September 17, 2020, from 10:00 AM to 11:00 AM at Keller's Old Town Funeral Home & Cremation Service, 220 Keller Parkway, Keller, TX 76248.

A private committal service will occur Thursday, September 17, 2020, at Dallas Fort Worth National Cemetery, 2000 Mountain Creek Parkway, Dallas, TX 75211.

I will forever miss you Carroll Moreau. You always had me laughing and cutting up. I never will forget cooking for you. We could get more done together and not really know what we were doing but it always turned out so good. I want Dee and Everett to know I really love them. If you guys ever need me feel free to call. I am so glad i had the privilege of being Carroll's cousin.

It was nice to know Carroll during his Army days as a friend. After basic training at Fort Sam Houston in San Antonio Carroll shared an off base apartment during our medic AIT.
In Germany Carroll didn't have as many opportunities for fellowship as a few of us did, but was always cheerful. Nice to have known him during those times.
