

Dean was born February 5, 1951 in Parkersburg, to the late James and Gladys Miller and spent most of his childhood living in Keyser.
He graduated from Keyser High School in 1969 before attending Potomac State College and West Virginia University to receive his Bachelors in Civil Engineering in 1973. He later attended the University of Virginia where he received his Master’s in Public Administration.
Dean retired from the Army Corp of Engineers at age fifty and continued to contract through the State Department Overseas Building Office for the years to follow.
He was an avid West Virginia Mountaineer fan and he will be remembered for his witty humor, fierce love of friends, family, and American muscle cars.
He is survived by his wife of 39 years Catherine Miller of Charles Town; daughter, Andrea Kilmer, son-in-law Logan Kilmer, and grandchildren Tobin and Ava Kilmer of Martinsburg; son, Jason Miller of Martinsburg; daughter, Heather Puller, son-in-law Chris Puller, and grandson Mitchell Puller of Charles Town; son, Sean Miller of Charles Town; brother, Jeff Miller of Keyser; and brother, Tim Miller, sister-in-law Kathy Miller, nieces, Laurel and Melanie Miller, nephew Matthew Miller, and great nephew Caiden Miller of Winchester.
Friends and family will be received on Friday from 6-8pm at Rosedale Funeral Home. Funeral services will be on Saturday at 11am at the funeral home. Interment will follow in Rosedale Cemetery.
