Joseph Edward Padgett Jr.

Joseph E. Padgett, Jr., age 91, passed away on Wednesday, December 13. Joe was born on October 21, 1926 in Dayton, Kentucky. He served in the Navy at the end of World War II until being discharged and returning to Johns Hopkins to complete his mechanical engineering degree, which he followed with a master’s degree in engineering at CalTech. He went to work for Westinghouse in Pennsylvania designing jet engines, and while there, met Teel Dunn of Swarthmore. They were married in 1953. After Westinghouse, Joe held a number of jobs in different parts of the country before joining the Environmental Protection Agency (EPA) as a Director, where he and his organization were heavily involved in development of the Clean Air Act. During 1985, Joe served as President of the Air Pollution Control Association (APCA), an organization with participation from the government, academia, and industry. He retired from EPA in 1995 at age 68, and became involved in the National Association of Retired Federal Employees (NARFE), serving two terms as President of the Raleigh chapter. He also continued playing racquetball, took up tennis and renewed his interest in ping-pong.

Joe is survived by his three children Jay, David, and Judy, and seven grandchildren.

The family will receive friends at Springmoor for a celebration of his life at 2 pm on December 29, 2017. The family requests that any gifts be sent to the Springmoor Endowment Fund, 1500 Sawmill Road, Raleigh, NC, 27615.

So sorry to hear of Joe's death. Joe and I worked at EPA for many years. We were not in the same division, but we communicated frequently. In the later years, we were in the EPA toastmasters club together. It was a joy to fellowship in the club. After I retired in 2001, I joined NAFRE and met regularly with Joe
at the monthly meeting in the NC State Faculty building. Joe encouraged us to write our representatives in support of EPA and Federal workers. I believe he meet with our representatives, and even traveled to Washington to meet them. We all appreciated Joe's enthusiasm and efforts on our behalf. Rest In Peace, dear friend of EPA.

When I first joined EPA, Joe was one of the first people I met and whose name I learned. That was when the EPA was new and full of enthusiasm for making the (also new) air regulations work. Later we were both members of the Air Pollution Control Association (APCA); he was a also a competent and enthusiastic leader of that organization(now AWMA). I am glad he is at peace and again with Teel.

Joe and I traveled to Las Vegas together in the 70s to visit an EPA lab there. While there, he and I attended a Wayne Newton show together. Teel was a beautiful lady. I wish for his children and family the peace and comfort that comes from a Loving Creator's presence in our lives. Rest in Peace!

Joe was such an important part in helping us get Asbury Church started. Allowing us to have board meetings at the Padgett's home, and being such a faithful member. We will always remember Joe & Teel as examples for us all.

I'm so sorry to hear of Mr. Joe's passing. He was a kind and gentle man even in the latter stages of dementia when I first met him. I wish I could've known him when he was more himself. I and all who worship at Asbury Church owe him a debt of gratitude and hope he knew how we are continuing to build upon the foundation he helped lay in Jesus' name. Rest well brother are a good and faithful servant!
