Chao Sheng Chen

The second of four siblings, Frank Chao Sheng Chen was born in Fujien, China and grew up in Taiwan. After high school, he enrolled in the Chinese Naval Academy, where he also played goalie on the rugby team. He then served as Lieutenant Commander in the Chinese Navy aboard a mine sweeper. After honorable discharge, he received his Bachelor’s degree from the Maritime University. He married his wife Judy Yuan, and they had one son. Subsequently, he studied in the U.S. and received his Master’s degree in civil engineering at the University of Missouri-Rolla. As a long-time engineering supervisor for the Virginia State Highway Department, he oversaw the design and construction of the bridges of that state. He and his wife also were co-owners of the Aloha restaurant for many years. After retirement, he moved to Atlanta to be with his son’s family.

Frank was born in the Chinese zodiac year of the Golden Horse; these individuals are kind, straightforward, calm, rational, and always ready to help others. A quiet family man, his main goals were providing and caring for his family. He had few needs and lived very modestly. An avid sports fan, he especially loved the NBA. He also loved hot dogs and beer. After retirement, he travelled extensively with his wife and friends to many corners of the world and was also considered a master mahjong player by his close friends. His greatest pride and joy were his two grandchildren, whom he adored; they would always bring a smile to his face. After spending almost 90 years with his friends and family, he is now rewarded with his final rest and peace in Heaven.

Frank was preceded in passing by his parents, two brothers and sister. He is survived by his wife of 60 years, Judy; son, Jack; daughter-in-law, Angela; granddaughter, Julia; and grandson, Alex.
