Gerard was born on March 17, 1923 on Staten Island, New York to Elizabeth Stanton and Joseph Mayers.
Gerard was a World War II Veteran serving in the U. S. Navy as Chief Yeoman on the USS Somers. He was also a former member of the Veterans of Foreign War. He completed college after the service at Pace College receiving a degree in accounting.
