Frances Ann Elkins
July 14, 1934 – March 15, 2021
Frances Ann Elkins passed away peacefully on March 15, 2021 at the age of 86. Born on her grandmother’s farm in Swann, Texas, in 1934 Frances and her parents W.R. and Eula Martin moved to Texarkana while she was quite young. She was a graduate of both Texas High and Texarkana Community College, completing her Bachelor’s degree from North Texas State College. After a number of years away, Frances returned to Texarkana in 1989 to care for her mother. Upon her return to Texarkana, she worked at several law firms and financial institutions. Still, nothing made Frances quite as happy as a fine box of chocolates and good book, particularly stories about Texarkana or Texas. Her family would tease her that she’d read every book at Texarkana Public Library. While Frances spent most of her life in Texarkana, she always loved that small farm in Swann. Frances’ brother, William D. Martin, will miss his older sister terribly. France’s children of which she was so very proud, Dr. David R. Elkins, Ph.D. (Patricia Leebove), Colonel Steven M. Elkins, Retired, and Barbara L. Gaither (Jerry), mourn deeply the loss of their mother. Frances was grandmother to six beautiful grandchildren Brandi Shepard (Jill Geiger), Steven Elkins, Shannon Elkins-Smeltzer (Sam), Sarah Martin (Johnathan), Ray Gaither, and Claire Gaither; had a loving niece Margaret Ann Martin; and had three precious great grandchildren Dylan Shepard, Reese Shepard, and Iris Smeltzer. Frances’ children deeply appreciate cousins Barbara Joyce Owens and David Clark for remaining close to her when distance kept them apart. Frances’ loving friendship with Cindy Burk is deeply appreciated by her family. The gentle care Cindy provided in Frances’ last months was a great relief. In lieu of flowers, the family requests donations be sent to either Harvest Regional Food Bank for Hunger or Texarkana Public Library.
