Prayer Service will be held on November 2, 2018 at 12:30 pm at Martin Funeral Home Central Chapel.

Graveside Service will be held on November 2, 2018 at 1:30 pm at Ft. Bliss National Cemetery.

They are survived by Veleria Dawn Castro (Daughter), Joanne Torres (Daughter), Blanch Martinez (Daughter), Mr. Payne is also survived by his 11 grandchildren and 10 great grandchildren.
