Born on May 31, 1932, in Havana, Cuba, Elga was the daughter of the late Helio Dubroca and Rosa Schmidt Dubroca. She was also the sister of the late Lilia Cabrera-Cicero and Marco Helio Dubroca.
Elga immigrated to the United States in 1957, living in New York, Maryland, and New Zealand before finally making her home in Miami in 1971. She dedicated her professional life to Bell South, working as a data input specialist until her retirement in 1994.

She is survived by her daughter Alina (Douglas) Brady and her son Elliott (Carolyn) Starin. Her legacy continues through her grandchildren: Jessica Miller, Leah (Michael) Rainey, Jared (Bethany) Starin, Jordan Starin, Zachary Starin, and Michael Starin, as well as her great-grandchildren: Miles Starin, Nate Starin, Oliver Starin, Liam Rainey, River Starin, and Adeline Rainey.
In lieu of flowers, the family kindly requests donations be made to St. Jude's Children's Hospital or the Humane Society, two causes that were close to Elga's heart.
