

Frances “Carol” Waters, age 75, of Abilene, Texas passed away on December 11, 2020. She was born in Muskogee, Oklahoma in September of 1945. Carol graduated from Edison High School in San Antonio, Texas and then went on to earn her Bachelor’s Degree in Microbiology from Eastern Michigan University. She then completed her Master’s Degree in Public Administration from Texas Tech University, and earned her PHD in American Politics at Texas Tech University as well. She was married to Ron Waters on July 31, 1981. Carol’s career included serving as Dean of Our Lady of the Lake College in Baton Rouge, Louisiana and as an Associate Dean at Texas A&M International University in Laredo, Texas. She was a member of the Laredo Rotary Club, and had a passion for Bat Rehabilitation. She was also active in Big Country Master Gardeners and Big Country Master Naturalists. Carol is survived by her husband, Ron Waters of Abilene, Texas, children; Marjorie Longcore and husband, Wayne, David Hauger, Dan Hauger and wife, Misti, and Allison Waters, Grandchildren; Betsy Kanagawa and husband Niko, Evan Hauger and wife Kristen, Cat Buckles, KC Stobie and wife Mia, Joshua Hauger, Ean Carpenter, Matt Hauger, Eli Hauger and Courtney Hauger. She is further survived by six great-grandchildren; Anika, Aria, Levi, Libby, Logan and Evelyn, one sister; Nita Van Cleve and husband Gary, and long time friend, Debbie Blackwell.
