

Judson Paul Garrett, Jr., known to friends and colleagues as “Jud,” and his children and grandchildren as “Pop Pop”, passed away at his home in Annapolis, Maryland, surrounded by family. He leaves behind a legacy of integrity, intellect, and devoted public service.
Born on October 26, 1937 in Charleston, South Carolina, Jud dedicated his life to the pursuit of justice and the service of others. After graduating from St. Mary’s Seminary & University and the University of Maryland Francis King Carey School of Law, he held several key positions in Maryland’s government, including Governor Harry Hughes’ Chief Legislative Officer, Deputy Attorney General, County Attorney for Anne Arundel County, and finally, Chief Counsel for Opinions and Advice in the Office of the Montgomery County Attorney.
Throughout his public service, Jud earned admiration for his meticulous mind and great respect for his kindness. He was widely regarded as a consummate professional, known for his careful nature, strong principles, and generosity with his time and counsel. To those who worked alongside him, Jud was not only a brilliant lawyer but also a warm, caring colleague who led with quiet strength and humanity.
Jud was devoted to his wife of 64 years, Judith Schall Garrett, and took immense pride in his family. He was the beloved father of Kathleen Garrett Loughran, Karen Garrett Lanham and her husband Michael, Kimberly Garrett Donaldson and her husband Greg, Kristine Garrett Mangiapane and her husband Michael, and Judson Schall Garrett. He was a proud grandfather to ten grandchildren—Brendan, Heather, Garrett, Alex, Benjamin, Scott, Megan, Emma, Luke, and Brian—and a delighted great-grandfather to Graeme and Clare. Jud was also a loving brother to Patricia Cooper and Michael Garrett. His family was his greatest joy and remains his enduring legacy.
Jud Garrett’s life was one of service, purpose, and love. He will be remembered for his wisdom, humility, and unwavering sense of duty. He was a man whose integrity strengthened the institutions he served and whose warmth enriched the lives of all who knew him.
A memorial service will be held at St. John Neumann Church on Monday, November 3, 2025, at 10:30 a.m. In lieu of flowers, the family invites donations to Maryland Legal Services Corporation (MLSC).
