Richard "Dick" B. Ladd

Richard B. (Dick) Ladd, 80, died on Sunday, July 18, 2021. He was born on August 13, 1940 in Quincy, MA to Robert and Harriet Ladd. In 1962, he married Edith Russell and they remained married until her death. In 2000, He married Sabra Ashley. A proud graduate of Bowdoin College, Dick retired from the Army in 1982 and joined the staff of the U.S. Senate Committee on Appropriations. He was appointed the Deputy Undersecretary of the Army after which he ran a consulting firm in D.C for many years. During his retirement, he served as an Anne Arundel County Councilman and as a member of the Army Science Board. Dick is survived by his wife, Sabra, two children, seven grandchildren, and seven great-grandchildren. Funeral services will include a visitation at Taylor Funeral Home (147 Duke of Gloucester St, Annapolis) on Sunday, August 1, 2021 from 2:00PM-5:00PM. The memorial service will be held at Calvary United Methodist Church (301 Rowe Blvd, Annapolis) on Monday, August 2, 2021 at 10:00AM. Dick will be laid to rest in his hometown of Scituate, MA at a later date. Memorial donations may be made in Dick’s name to Hospice of Chesapeake (90 Ritchie Highway, Pasadena, MD 21122), Bowdoin College (4100 College Station, Brunswick, ME 04011), or the SPCA of Anne Arundel County (1815 Bay Ridge Ave., Annapolis, MD 21403). Sabra,
I remember well how Dick held Beauty in such a calm manner while I trimmed her nails. He also gave our son, Reed, an opportunity to practice interviewing while he was in high school. Jeff remembers working with Dick while he was in the County Budget Office and Dick was on the County Council.
We are all thinking of you at this time. He was a good person and will be missed.

Dick Ladd was a respected & well - liked Gentleman, a decorated Army Veteran, a Leader & Past Chairman of the A.A. County Council who led efforts to improve our Environment. I first met Dick in 1985 when I started working for the House Defense Appropriations Subcommittee in Congress. Dick quickly showed this young Congressional staffer how to approach our job with honor, integrity, fairness, professionalism, and laughter. We maintained our friendship for many years after he left the Hill, and he never changed from the kind, decent, passionate man I met back in 1985. Rest in peace Dick, many others strive to follow the lessons you taught them.

Sabra & Family, We are so very saddened that we lost such a wonderful neighbor. Though we didn't know Dick long, he was a great neighbor and we always enjoyed speaking with him on so many topics. He certainly was a wealth of knowledge and he enjoyed walking thru the neighborhood as well as riding his bike. We have you in prayer Sabra and pray that you are comforted and can keep his memory alive in the years to come. Heaven gained a great person! God bless all of you in this time of sorrow.

Sabra: My deepest sympathies to you on the loss of Dick. He was an old friend, teammate, and fellow Army Officer. I shall never forget our chance meeting one day in Phuoc Vinh, Vietnam. We had a good laugh and spent some time catching up. You are both in my thoughts and prayers.
