

Born in Mayberry Township, Hamilton County, Illinois to Chalon Phelps and Opal Mayberry Phelps, he enjoyed a Midwest upbringing with his 6 siblings and proudly graduated from Waterloo High School in 1969.
Tommy joined the United States Marine Corps and served until he was honorably discharged as Corporal in 1975. He received his Associates in Arts from Central Florida Community College, his Bachelors of Science from Florida Southern College and his Masters of Science and Management from Baker University. Then continued into a career in Telecommunications as an Engineer and Network Planner. He worked in the field and in management from 1974 through retirement in 2014 at Florida Telephone, United Telephone, Sprint, Centurylink, Embarq, Lumen and Outsource Inc.
Tommy enjoyed membership at many service-oriented clubs and organizations. He was a member of the VFW post 369 in Mexico, NY for 38 years, a member of Bill Hughes Leatherneck/Marine Corp League in Leesburg, FL, the Elks Lodge #2165 in Winter Garden, FL, and a member of the Apopka Citizen’s Police Academy 2020 and graduated in 2020.
Tommy had a passion for woodworking, loved playing video games, playing golf, fishing with his grandkids, and loved all things history related. His greatest joy was making people laugh, with his pranks and jokes and stories – but mostly his contagious boisterous laugh and grin that took over his whole face.
Tommy is preceded in death by his mother, Opal Mayberry Phelps, his father, Chalon Phelps and his siblings Kenny, Eddie, Perry, Judy and Ralph.
Survived by his wonderful wife of 41 years, Johanne Leigh Marsden Phelps, he also leaves behind his sister, Mary Ellen Otten, his children, Jeffrey Backus (Heather Backus), Kristan Phelps and Kelly Phelps (Bryan Thomas) as well as his grandchildren, Jarrett Backus (Tessa Backus), Kylie Brown, Matthew Backus, Taylor Backus, Jordan Brown, Chloe Brown, Emery Brown, and Courtney Brown.
Services for Tommy will be held Saturday March 23, 2024 at Baldwin Fairchild, 601 N Park Ave, Apopka, FL 32712. The visitation will be from 12:00 pm - 1:00 pm and the funeral service will follow at 1:00 pm.
