Former Arlington County Deputy Commissioner of the Revenue Ann Bisson Dies Ann Bisson, a long-time resident and former Deputy Commissioner of the Revenue for Arlington County, passed away peacefully on January 7, 2020. Born in St. Paul, Minn., in 1948, Ann moved to Arlington County in 1992. Ann earned an A.S. Degree in Business Administration from the Northern Virginia Community College in 2000 and a B.S. Degree in Finance from George Mason University in 2001. She was inducted into the Golden Key International Honor Society and the Beta Alpha Psi International Honor Organization. In 2005, Ann was awarded the Chartered Life Underwriter (CLU) professional designation for her expertise and years of experience in insurance and estate planning. Leveraging Ann’s 20 years of experience in business and marketing, the Arlington Commissioner of Revenue, Ingrid Morroy, appointed Ann as Deputy Commissioner for the Business Tax Division in 2004. Ann served in the Commissioner’s Office until her retirement in 2017. Ann helped facilitate Commissioner Morroy’s bold election program to foster a proactive, customer-focused approach for serving Arlington’s businesses and residents, to improve the speed and accuracy of customer services with new technology that integrated department and county programs, and to establish an online system with a one-stop shop for business tax and license filings. Ann’s responsibilities included assisting businesses and county departments cut through red tape and resolve issues that created delays for the approval of operating licenses and permits. In recognition of her exemplary service to Arlington’s business community, the Arlington Chamber of Commerce presented Ann with a Friend of Small Business award in May 2015. In addition to her work in the Commissioner’s office, Ann was very active in the community. She graduated from the Leadership Arlington Center for Leadership Excellence and volunteered her time for its annual community activities. She was an active board member of Organized Women Voters of Arlington and participated in meetings of the Arlington County Civic Federation and Arlington’s Committee of 100. Ann also was an enthusiastic volunteer in the Arlington County Democratic Committee.
