Diplomat, ALJ
John H. Rouse, an administrative law judge with the Foreign Service Grievance Board, and retired Foreign Service member of the Department of State, died on September 4, 2018.
Mr. Rouse had a varied diplomatic career, culminating in his assignments as deputy chief of mission and chargé d’affaires at the American Embassies in The Hague, The Netherlands, and Ottawa, Canada. In the Department, he served as Director of the Office of Environment and Health, Director of Performance Evaluation, Director of the Office of Canadian Affairs, and Deputy Director of Iranian Affairs. Mr. Rouse also served in the Embassies in Tehran, Iran, Bangui, Central African Republic, and Columbo, Sri Lanka. He was a member of the Foreign Service Senior Seminar, and served on detail as a Congressional staff member under an American Political Science Association fellowship. He received multiple meritorious and superior honor awards.
During his tenure with the Foreign Service Grievance Board, Mr. Rouse served for five years as Deputy Chairman of the Board. His Board service was interrupted for two years when he accompanied his wife, also a member of the Foreign Service, on assignment to Rome, Italy. While there he worked as an attorney for the Multinational Force and Observers.
A native of Baltimore, Maryland, Mr. Rouse graduated from Johns Hopkins University with a degree in History of Art. He received his JDS degree from the University of Maryland School of Law, where he ranked second in his class, was awarded the scholarship medal and was a member of the Order of the Coif. He worked as a law clerk for U.S. District Judge W. Calvin Chesnut and for U.S. Fourth Circuit Court of Appeals Judge, Morris A. Soper.
For many years prior to his death, Mr. Rouse resided in McLean, Virginia. He is survived by his wife, Julia Cardozo Rouse, seven children, thirteen grandchildren, one great grandchild, and predeceased by one daughter.
Services will be held at the Unitarian Universalist Church in Arlington on Sunday, September 16th at 3pm. A reception will be held at the church directly after the service.
