He is survived by his daughter, Heather Champagne (Nick); granddaughters, Maddison, Hayleigh, Londyn, and Gracie; great grandchildren,Isaac “The Boy”, and Kendal; sister-in-law, Aunt Sue, brother-in-law, Larry (Tami) as well as many friends, family, and his brothers and sisters in law enforcement.
Carl is preceded in death by his Life-long partner, Sandra Hunt; mother, Eloise; father, Carl K. Kelley Sr.

Relatives and friends are invited to the chapel of Rabenhorst Funeral Home East, 11000 Florida Blvd, on Wednesday September 3, 2025, for a visitation beginning at 5:00PM until 9:00PM. Visitation will continue Thursday September 4, 2025, from 9:00AM until funeral service at 11:00AM. A burial is to follow at Sandy Creek Baptist Church Cemetery. Pallbearers will be his fellow law enforcement officers and honorary pallbearers will be Nick Champagne and Sgt. Mike King
