A native of Vicksburg, MS and a resident of Baton Rouge, he died on Wednesday, December 16, 2015 at Flannery Oaks Guesthouse. He was 75, and was a retired deputy with the East Baton Rouge Parish Sheriff's Office. He also served as a US Deputy Federal Marshal for 10 years, after retirement. Rhys was a veteran of the United States Navy and was a Navy Seal. He was a gun and rifle enthusiast, and was a lifetime member of the NRA. His hobbies included hunting, reading, woodworking, and crossword puzzles. He is survived by his wife and best friend for more than 31 years, Christine L. Sirjane; his daughter, Katrine "Dani" Woods and her husband Steve of Birmingham, AL; son, Harry C. "Buddy" Baxter of Abilene, TX; and his long-time, close friend, Randy Persick. He is also survived by 2 granddaughters, a great-grandson, and cousins in Vermont and New England. He was preceded in death by his parents, Lisa Forshey Sirjane and Francis D. Sirjane.
