Lowell was born March 16, 1941 in Mena, Arkansas to parents Mable Ilene and Graden Noel Cox.
Lowell and his family traveled around the country seeking construction work in California, New Mexico and Florida before settling in Baytown where he was employed with Houston Lighting and Power Company in Texas City. In 1970 while working at HL&P, Lowell purchased Leonard’s Meat Market in Baytown. While working shiftwork, he was also managing Leonard’s Meat Market which grew into a profitable family business. Later in 1982, Cox purchased Rooster’s Steakhouse which is still in business today.
His pastimes included gardening, history, reading and cars. Lowell was a member of the Bay Area Fine Rides Car Club, the Model A Club, and the Model T Club. He was also a member of the American Diabetes Association and had yearly fundraisers through the “Kiss a Pig” contest and the American Diabetes Association fundraiser gala. He enjoyed sharing stories with his grandchildren of him and Freda traveling over the U.S. and enjoyed incorporating trivia games into family functions. He was well-known at Leonard’s Meat Market and Rooster’s Steakhouse for his warm and welcoming hugs to his customers and his infamous greeting, “Hi neighbor!”
Lowell loved to cook, enjoyed being with those he loved most and loved being at Rooster’s with friends and his customers. He was extremely passionate about helping others and he never met a stranger. Lowell was a businessman in Baytown for 48 years and loved being a part of the Baytown community.
Mr. Cox is preceded in death by his parents and eldest son, Eddy Dwain Cox. He is survived by his wife of 61 years, Freda Mae Cox, his daughter Lenda Edgley and husband Russell Edgley, son Terry Cox and wife Nancy, son Dell Cox and wife Lisa; brother Charles Cox and wife Sandy, Frank Cox and wife Joyce, Gene Cox and wife Lois; grandchildren Brandie Arnold, EJ Salinas, Jerad Salinas, Jake Edgley, Kyle Cox, Jeremy Cox, Jaimey Cox, Preslie Cox and Karlie Cox Brouillard; great-grandchildren Jaycee Hatcher, Kaylee Hatcher, Joshua Hatcher, Justin Salinas, Jayden Salinas, Alexa Cox, Cristian Cox, Logan Cox and Wyatt Cox, and many nieces and nephews.

Arrangements have been entrusted to Earthman Baytown Funeral Home & Memory Gardens Cemetery, under the direction of Mary Case. The family will receive guests Sunday, November 11, 2018 from 3pm to 5pm at Earthman Baytown Funeral Home. Funeral Services will be Monday, November 12, 2018 at 10 am at Earthman Baytown Funeral Home, 3919 Garth Rd. Baytown, TX 77521. Interment will follow at Memory Gardens Cemetery, 8624 Garth Rd. Baytown, TX 77521.
