
He was born in St. Louis, Missouri on March 24, 1939.
Bernard graduated from Perdue University where he received a Bachelor of Science in Chemical Engineering. Later he attended Ohio State University where he received his Master's in Chemical Engineering degree in only nine months. Finally, he attended Suffolk University where he earned his Doctorate in Law.
He was married to Ilene Quint Sacks on October 16, 1988. They celebrated 25 years of marriage and were the apple of each others eyes.
Bernard worked for the US PUblic Health Service and the Environmental Protection Agency where he used his chemical engineering skills to decrease water pollution primarily in the Denver and New England areas. He retired from the Environmental Protection Agency and began his career as a lawyer. He practiced as a Public Defender later specialized in the area of Immigration Law.
He was a member of the Coast Guard Auxiliary.
His passions included boating, trains, cooking, coin collecting and golfing.
Bernard was survived by his wife Ilene Sacks, his son Robert Sacks and wife Cristina Prestifilippo, Michele Croft and husband Wayne Croft, and Mark Sacks and wife Sue Sacks.
Grandchildren Michael Croft, Jason Croft, Nastasia Sacks, Matthew Sacks, Alexandre Sacks and Jake Sacks.

Funeral Service was held on Thursday, January 2, 2013 at 1:00PM at Forest Park Westheimer.
