

Richard Anthony Frank passed away on Wednesday, October 1, 2014 in Bellevue, Washington just three months short of his 104th birthday. He was born in Louisville, Kentucky on January 8, 1911, son of George William Frank and Marie Gottbrath Frank. He is survived by his daughter, Carolyn Ann Cline (Burr) of Duvall, Washington, grandson David Grant (Jennifer) and great grandson Benjamin, grandson Thomas Grant of San Francisco, California, and grandson, John Livezey (Heather) of Bellingham, Washington, great granddaughter Maggie, and great grandson Henry. He was pre-deceased by the love of his life, Helen, after nearly 75 years of marriage, and daughter Elaine Russell.
Richard excelled at everything he did, placing first in all of his classes from the first grade through his Stanford Law Degree JD, Order of the Coif. While still a law student, he co-authored two volumes of a six-volume study of American Family Law. After a few years in the private practice of law in San Francisco the advent of WWII took him to Washington D.C. to work in the Office of Price Administration (OPA) which set the price and availability of many essential products. He was in the enforcement unit of the OPA and ultimately became the director of that unit. With the end of the war, Richard became a professor of business law at Syracuse University in upstate New York and later at Stanford University. In 1958 he joined the California Court System and in 1961 was named Deputy Director in the Administrative Office of the California Courts, a position he held until his retirement in 1980, when he and his wife Helen moved to Bellevue, Washington to be nearer to his daughters.
Services will be held Wednesday, October 8th at the Sunset Hills Funeral Home Chapel in Bellevue at 11:00 AM. A viewing will start at 9:00 AM. Graveside service will be at 12:30 PM. A Reception will follow.
