

Norma passed into the arms of Jesus March 17, 2021, at the age of 94. She was born in 1926 to Henry Arthur and Ruth Duncan in OKC. She later graduated high school in Seattle and attended the University of Washington. Upon returning to OKC, she married Bill Lowe and they raised 3 children in Enid: Marsha, Diana & Mickey. In Enid she was active in Camp Fire Girls and served as Chairman of the Missionary Board, Christ Methodist Church and was a member of Eastern Star. In OKC, she was active in Cub Scouts and Boy Scouts serving as den mother & den leader coach. She went on to become the first female Commissioner of the Wiley Post District, Last Frontier Council of the BS of America. She was a member of the Maupin Memorial Amaranth Court serving as Royal Matron of Carter-Maupin Court #13 and later Grand Wisdom of the Oklahoma Grand Court of the Amaranth. She served as Convention Chairman for the Downtown Lion’s Club Auxiliary and assisted the club in hosting the State Lion’s Convention in 1976. After joining the Governor’s Toastmasters’ Club in 1975, she became the first female member of the Governor’s Toastmasters’ Club 3031 and holds the distinction of being the only member of that club to have served more than one term as club president. She was presented the Distinguished Toastmaster (DTM) Certificate in 1981. Norma was the first Woman in the Oklahoma District to be recognized as a DTM. For Norma, this was just another in a series of Toastmaster firsts, as she was the first woman to become as Assistant Area Governor in Area 7 and the first woman to serve as Secretary/Treasurer of the Oklahoma District. Norma retired as Deputy Administrative Assistant to the State Board of Equalization. During retirement she became a Master Gardner and taught her granddaughter the joys of gardening. She is preceded in death by daughter Diana and survived by daughter Marsha Dunford (Steve) and son Mickey Lowe; 4 grandchildren, Keiffer Trout (Keya); Jill Baker (Kyle); Jeffrey Dunford (Heather); and Laura Dunford, and 7 great-grandchildren, Kayden, Connor, Ciarra, Chloe, Charlee, Jaxon and Creed.
