

Fred was born on January 6, 1943, in Agoo, La Union, Philippines. Growing up, he was known as “Soy” by his family. He was a joyful, kind-hearted, and caring brother and son who worked hard to support his loved ones and always carried a spirit of generosity.
It was a friend who first encouraged Fred to apply to the United States Navy. He passed the entrance exam and training, officially beginning a career of honorable service to his country. Fred exemplified discipline and commitment during his military service, and he carried that same dedication into every part of his life.
After 21 years of serving in the Navy, Fred continued to serve others as a devoted husband, dedicated father, and proud grandfather. Affectionately known as “Papa,” he found his greatest joy in family—supporting his children and grandchildren, offering them wisdom, and surrounding them with unconditional love.
Fred will be remembered as the heartbeat of every gathering, the master of playful banter, and a man who always showed up for others. Whether he was sharing stories from his Navy days, offering a helping hand, or cooking one of his signature dishes, Fred lived a life marked by integrity, humility, and heart.
Beyond his lifelong dedication to helping others, Fred found joy in life’s simple pleasures. He loved reading Western novels, watching crime shows and ESPN, solving Jumble puzzles, and playing Solitaire. Mornings were often spent enjoying coffee and donuts with friends—a testament to his outgoing and social nature. Fred was also an avid runner in his earlier years, and he took great pride in the appearance of his home. His faith remained a quiet but steady presence in his life; he prayed the rosary daily and, at one point, attended church every weekday.
He is survived by his beloved wife, Evangeline; his son Fitzpatrick and wife Raquel, with their children Sophia and Jack; his daughter Kathryn Loyola and her husband Oliver, with their son Evan; his daughter Kimberly McQueen and her husband Joshua, with their son Lincoln; and his sister Veronica De La Merced. He was preceded in death by his parents, Pedro and Maria, and beloved siblings, Teofilo and Eduardo.
Fred’s remaining, living sibling in the Philippines, Veronica De La Merced, shares this heartfelt reflection:
“My brother Fred had a big heart. When I was in college, he was able to give me a little amount as my food allowance. He loved our parents so dearly. Now that he’s gone, I can’t receive any more calls or jokes which made me smile. And above all, he’s a brother that I can never forget. He’s generous in all aspects and always told me to be humble, loving, and understanding to everyone. Goodbye, my dear brother.”
A funeral service will occur on July 3, 2025 from 11:00 AM to 12:00 PM at St. Mary Catholic Church, 426 E. 7th Street, National City, California 91950. Following the funeral service, a committal service with military honors will be held from 1:15 PM to 1:45 PM, at Miramar National Cemetery, 5795 Nobel Drive, San Diego, CA 92122, along with a celebration of life to follow.
Fred will be deeply missed and forever remembered by those who loved him.
