

Richard Earl Batchelor was born on May 11, 1919 in Logan, Utah, the eldest of the 5 children of Mildred Earl and John Shirley Batchelor. Dick attended the University of Idaho in Moscow and was a member of the Kappa Sigma fraternity.
In 1941 he joined the US Border Patrol and was stationed in North Carolina and assigned to guard personnel from the Hungarian and Japanese Embassies. In 1942 he enlisted in the US Navy as a Seabee. Returning to the Border Patrol in 1945, he was promoted and transferred often resulting in assignments in 12 states and 30 cities. His final appointment was as Assistant Chief at San Ysidro.
In 1976 he retired after 34 years but returned to serve as Deputy District Director, Immigration Reform San Diego during President Reagan’s Amnesty Program.
On May 31, 1942 he married Carolyn Louise Knowles (Callie Lou) at the country club in Ashville, North Carolina. This happy union continued for 70 years. Richard is survived by his children: Lynne Batchelor, Richard Carlisle Batchelor and Mary Ann Bakowicz; his grandchildren: Erreca Leigh Batchelor, Amy Lynne Green and Heather Ann Fangon; his great grandchildren: Jordan Carlisle Fangon and Andie Reese Fangon; and his siblings Philip Howard Batchelor, Orel Bickmore and James Gordon Batchelor.
