Joe was born on March 13, 1945, to Joseph Thomas Clark, Sr, P.E. and Frances C. Clark in Charleston, SC. He was a veteran of the United States Air Force and held a Bachelor of Science in Civil Engineering from the University of South Florida.
In 1963, he met Linda Ann Ashton, and they wed on May 21, 1966, going on to have two children, James Thomas Clark (Keely) and Melinda Renee Clark (Doug).
Joe’s passion for life included his family, country, science, nature, and music.
He is survived by his wife and children, his grandchildren Phaydra N. Clark and Christina R. Clark, his sisters Frances Thomasine Clark Poole (Bobby), Jewel Edith Clark, Jeannie Catherine Clark Ranalli (George), Gail Ashton McGuinness (AJ), and many nephews and nieces.
