

When Ted was thirteen his father passed and he and his mother moved to Los Angeles, California. Ted graduated from Hollywood High School.
Ted married Lois Elaine Pilgrim on August 15, 1954; they had four children Kent, Lori who passed away in March 2012, Nancy and Owen. Lois passed on June 17, 2006.
Ted married for the second time December 17, 2011 to Bertha Alicia Cerutti.
Ted did his undergraduate studies at UCLA (1946-49) where he earned his AB and continued on to Stanford Law School where he earned his LL.B and graduated in 1952. Ted was admitted to the California State Bar in 1953 and that same year he opened his law practice in Coalinga. His firm had many names over the years, but Ted was the one constant. He did not initially have a specialty; he took any case that came his way. However, agricultural law seemed to call to him… he met Albert Britz in 1955 and Mr. Britz introduced him to others in the Central Valley farming community and a thriving law practice was born. Ted specialized in agricultural law, tax law, and litigation.
Ted was an avid hiker and cyclist and was known in Coalinga as the person who rode his bike (through the oilfield roads and around the outskirts of the City limits) before dawn, every morning before work, rain or shine. He was also known to go on long walks every night after dinner.
Ted was a member of the American Bar Association, California Bar Association, Fresno County Bar Association, Kings County Bar Association, Los Angeles County Bar Association, American Agricultural Law Association, Masons, Shriners, and the Elks. Ted was recognized as a member of the Fresno County Bar Association “Half-Century Club” in February 2010. In 2014, he was the second oldest active member of the Fresno County Bar.
Ted was active in the Coalinga Community. He was a member of the West Hills College Foundation and the Coalinga Chamber of Commerce. He donated the real property in downtown Coalinga which is now known as "Frame Park”. Because of his generosity the mayor declared December 14, 2000 “Ted and Lois Frame Day”.
Services will be Saturday, May 2, 2015, at 11:00 am, Pleasant Valley Cemetery, Coalinga, California. A luncheon will be held at Harris Ranch Restaurant immediately following the service.
