Born in Miami, FL, Randall was born in raised in Florida. He served in the United States Army in Germany as a crew chief on a helicopter during Vietnam.
Randall owned and operated a trailer manufacturing and sales business. He enjoyed fishing in his free time.
He was preceded in death by his parents: Hubert and Lula Osley; sister, Donna Butts; and sister-in-law, Karen Osley.
He is survived by two brothers: James Roger Osley and Phillip D. Osley; two nieces and one grand-niece.
