

Julie was born in Newport News, Virginia on June 25, 1936, to Emma and John Frazer. Her father’s profession as a welder took the family from the shipyards of Virginia to Council Bluffs Iowa and ultimately to Colorado Springs. She was the middle child with an older sister, Jane, and younger brother, John who both preceded her in death. She was proud of her Danish heritage and passed her love of abelskiver and other traditions to her children. Her grandpa, Svenning Svenningsen, a Dutch cigar maker, played a large role in her children’s lives where his memory lives on.
Julie was a Civil Service employee working on the decommissioning of Camp Hale at Ft. Carson in Colorado Springs when she met the love of her life, Phil Foster, who predeceased her in December 2016. They were married in 1958 and three children soon followed James, Ronald, and Sharon. Her children, all Colorado Springs natives, were the highlight of her life. She also steadfastly supported her husband, Phil, in his many ventures, including aviation, real estate, and running.
She never lost sight of her own identity and goals while supporting her husband and children. She was instrumental in the formation of the local chapter of the National Association for the Mentally Ill (NAMI), an active member of the Patty Jewett Neighborhood Association and Pikes Peak Roadrunners. In the mid 2000s, she and Phil joined the Colorado Springs Co-Housing Community and were instrumental in the purchase of the former Colorado Springs Greenhouse land in as well as development and construction of the community, Casa Verde Commons. She and Phil also built a mixed-use commercial building in the same area as part of their continued desire to build a center for connection and community among neighbors. While doing all of these things, she maintained her interests as an avid gardener, beekeeper, and advisor to all who appreciated her wisdom.
She is survived by her children James (Julie Satterlee), Ronald, Sharon Greenbaum (Charles), Four grandchildren, Sophie Occhi (Alex,) James Foster (Allison), Sarah Bass (Mark), Michael Greenbaum, and two great grandchildren Evan Foster and Brooks Bass.
There will be a celebration of life for Julie at a later date.
