

She was born on April 3, 1942 to Burt and Elverna (Stubbs) Simer in Grants Pass, Oregon. She graduated from high school in 1960 and attended Biola University, but left to marry C.W. “Bud” Powell. She completed her bachelor’s degree in 1978 at Sacramento Baptist University. She taught elementary school for many years, first in California, primarily at Northstate School in Anderson, CA and then at Evangelical Christian Academy in Colorado Springs. She was married to Bud until he passed in 2016.
Penny was a member of the church that Rev. Powell founded in Colorado Springs, Trinity Covenant Reformed Church, from its founding in 1986 to her death. She was a tireless supporter of his ministry, first in California and then in Colorado, opening her home for countless social occasions as well as helping out in many other ways. She loved reading and traveling, enjoying road trips in the mountains, often reading a book by a stream while Bud fished. Later in life she took up painting, which she had enjoyed in her youth. Above all she loved time with her grandchildren, of which she had many.
She was preceded in death by her mother and father, her son Joseph, and her granddaughter Allison. She is survived by five sons, Stephen (Cindy) Powell of Nashville, Samuel (Susan) Powell of Faribault, Minnesota, James (Maria) Powell of Bettendorf, Iowa, Joshua (Manami) Powell of Kumamoto, Japan, and Matthew (Andrea) Powell of Casper, Wyoming; eighteen grandchildren, and eleven great grandchildren; her sister Kathy, her brother Steve, and many nieces and nephews.
She is being interred at Evergreen Cemetery in Colorado Springs, next to her husband of 54 years. The memorial service will be at 2 PM at Village Seven Presbyterian Church in Colorado Springs.
