Chief Master Sergeant Pecqueur was born on 24 January 1943, in Buffalo New York. He graduated from Hutchinson Central Technical High School in 1960 and enlisted in the Air Force in November of that year. He attended basic military training at Lackland AFB, Texas and technical training at Keesler AFB, Mississippi. Chief Pecqueur is a distinguished graduate of the Aerospace Defense Command Interceptor Weapons School, a distinguished graduate of the Aerospace Defense Command NCO Academy and a graduate of the Senior NCO Academy both by correspondence and in residence. His first assignment was to Stewart AFB, New York where he performed duty as an Aircraft Control and Warning Operator. He eventually trained for and became certified as an Intercept Director Technician and later, an Enlisted Weapons Controller. His Air Force career has taken him to many other places such as Hancock Field in Syracuse, New York, Melville Labrador; Malmstrom AFB, Montana, Shemya AFB, Alaska; McChord AFB, Washington; Ko Kha, Thailand; Bremerhaven, Germany; Peterson AFB, Colorado and Berlin, Germany. In 1965, Chief Pecqueur was part of the weapons team that captured the William Tell trophy at Tyndall AFB, Florida.
In 1985, Chief Pecqueur elected to transfer from the Radar Operations career field to the Space Operations career field. He served in four Space Surveillance/Space Operations assignments during his career beginning with the 16th Space Surveillance Squadron at Shemya, Alaska. He served another year at the 17th Space Surveillance Squadron at Ko, Kha, Thailand. He was the Superintendent of Space Operations in Cheyenne Mt. from 1985-1988 and the Superintendent of Operations for the 73rd Space Group at Schriever AFB from September 1992 until his retirement from the military in December 1993.
In 1988, Chief Pecqueur was one of 20 Chiefs out of 220 eligibles, selected for the Air Force's "Extended High-Year-of-Tenure" program, making him eligible to serve to the 33 year point.
Chief Pecqueur served one long tour in Berlin, Germany from 1981 to 1985 and returned for his second tour to Berlin in July 1988. He was initially assigned to the 690th Electronic Security Wing as the Wing Superintendent, where he functioned as an advisor to the commander. In January 1991, he was selected as the Senior Enlisted Advisor for Tempelhof Central Airport.
Chief Pecqueur was selected for chief master sergeant in December 1984 with a date of rank of 1 September 1985. Chief Pecqueur was instrumental in establishing Passive Space Surveillance (PASS) and raising space surveillance to new heights. He led the effort to place 1C6X1 in PASS while increasing their role in other mission areas. He was rewarded for his efforts when Air Force Space Command named an award after him. It is the Chief Master Sergeant Robert G. V. Pecqueur award, which is presented annually to the "best" Air Force Space Surveillance squadron.
Chief Pecqueur's decorations include the Meritorious Service Medal with three oak leaf clusters, the Joint Service Commendation Medal with one oak leaf cluster, and the Air Force Commendation Medal with three oak leaf clusters.

Chief Pecqueur continued to provide service to his country and the Air Force as a contractor working for the 25th Space Range Squadron. He was a certified Range Control Officer and Range Director and operated the Space Test and Training Range.
Chief Pecqueur married Theawana Warwick in 1976 and celebrated 46 years of marriage earlier this month. They have three children, Iwalani Han (Pecqueur), Jennifer Willis (Pecqueur), and Robert Pecqueur. They are blessed with 11 grandchildren.
