Joe was born on December 15, 1937 in Baltimore, Maryland as the only child to Joseph Samuel Simms, Sr. and the former Mary Roy. He was affectionately known as “Itsy” due to his diminutive size in his early years and enjoyed his youth growing up in West Baltimore. Joe also spent many of his formative years with his stepfather Aaron Cummings (also known as “Rags”).
Joe graduated from his beloved alma mater Baltimore City College in 1956 as one of the first African American graduates. While at City, he exceled in Track & Field and Football among other activities. Joe then went on to receive a bachelor’s degree from what is now Towson University and a master’s degree from Loyola University of Maryland. Joe married his wife of 35 years, Patricia, in 1985 and eventually settled in Columbia, Maryland where they remained residents until his death.
Joe served his country honorably in the United States Army as a Military Policeman where he spent time deployed overseas in Thailand. After leaving the military, he began his career as a teacher in the Baltimore City Public Schools system. Joe later became a Supervisor at the Bethlehem Steel – Sparrows Point Plant where he spent many years as a loyal employee. He then spent the remainder of his professional career after leaving Bethlehem Steel as a General Manager until his retirement.
Joe was a lifelong lover of jazz music, enjoyed playing chess and had a keen interest in history. He was a kind person who loved to laugh and always had a witty or comical way of looking at the world. Joe enjoyed spending time with his beloved wife Pat and their pet cats at their home.
Joe is survived by his two children (from his first marriage), four Grandchildren and two Great-Grandchildren.
Family and friends are invited to call at Witzke Funeral Homes Inc., 5555 Twin Knolls Road. Columbia, MD 21045 on Thursday from 2 to 4 p.m. and 7 to 9 p.m. where Funeral Services will be held on Friday at 11:00 a.m. Entombment will follow in Columbia Memorial Park. In lieu of flowers, memorial donations may be made to Gilchrist Hospice or The American Cancer Society.
