

Thomas Michael “Tom” Chicca, age 72, beloved husband, father, grandfather, brother, uncle, friend and mentor, passed away peacefully on January 25, 2024, leaving a legacy of dedication and service to his family, community, and the engineering profession.
Born in Washington, DC, and raised in Hyattsville, MD, Tom was the son of the late Edward and Mary Margaret Chicca. He graduated from Archbishop John Carroll High School and the University of Maryland with a BS in Civil Engineering and was a member of Delta Upsilon Fraternity. His remarkable career spanned over 45 years in the land development sector, with 35 years dedicated to Greenhorne and O'Mara (G&O), a multidisciplinary engineering consulting firm. At G&O, he held the esteemed positions of Principal and Senior Vice President of General Civil Services (GCS), overseeing offices in the mid-Atlantic and southeast regions. Tom also served on G&O's Board of Directors. In addition to his notable contributions to the private sector, he extended his expertise to the public sector, leaving a lasting impact on the federal GCS market.
Tom was a distinguished member of various professional organizations, including the American Society of Civil Engineers, the Society of American Military Engineers, Maryland National Capital Building Industry Associations, and Prince George's (PG) County Chamber of Commerce. He served on the PG Chamber of Commerce Board of Directors from 1996 to 2001 and again from 2005 to 2009, receiving the Distinguished Service Award in 2003 and 2009. He completed the three-year Senior Executives Institute (SEI) program of the American Council of Engineering Companies and for 21 years remained engaged with his SEI group in continual leadership learning.
Outside of his professional life, Tom was an enthusiastic traveler to many places with his wife and family. In retirement, he was an avid model builder. He enjoyed playing golf and was a member of Hobbits Glen Golf Club in Columbia, Maryland. Tom organized numerous golf tournaments for the Society of American Military Engineers. He also enjoyed exploring the back roads of Howard County on his motorcycle and Can-Am. Tom actively participated in motorcycle events to benefit the Pediatric Brain Tumor Foundation. His dedication led him to volunteer for the foundation's fundraising task force, eventually becoming the Task Force Ride Manager of the Baltimore/Washington "Ride for Kids," helping to raise significant
funds for the cause. In addition, he organized annual Holiday luncheons for employees that benefited The Marine Toys for Tots Foundation for over 20 years, demonstrating his commitment to serving others in need.
Thomas Michael Chicca, survived by his devoted wife of 46 years, Susan Spurr Chicca, and their sons Steven C. Chicca (Dawn Brandt) and David M. Chicca (Jennifer). He leaves behind two cherished grandchildren, Gavin and Natalie Chicca. He is predeceased by his brother William and survived by his siblings Robert, John, Edward, Raymond Chicca, and Ann Marie Williams, brother-in-law, Steven Spurr as well as 16 nieces and nephews.
His family would like to acknowledge the doctors, nurses, and staff at Gilchrist Hospice in Columbia, Maryland, for their dedication and for providing excellent care.
A Celebration of Life will be held on March 8, at 11:30 am, at The Ten Oaks Ballroom, 5000 Signal Bell Lane, Clarksville, Maryland. The interment will be private. In lieu of flowers, donations may be made in Tom's memory to Gilchrist Hospice of Columbia, MD, or a charity of your choice.
