Richard was born November 13, 1948, in Maryville, Missouri, to John Henry and Louise Margarete (Spieckermann) Tiemeyer. He grew up on the family farm and, in 1966, graduated from Rock Port High School. Richard went on to attend the University of Missouri, where he earned his undergraduate degree in 1970 and his Juris Doctor degree in 1973.
On May 18, 1974, Richard married the love of his life, Toni Messina, in Columbia, Missouri, where they built a life together and shared many wonderful years.
Richard dedicated 50 years of his life to serving the people of Missouri through his work with the Missouri Department of Transportation. He began as an assistant counsel and, through hard work and dedication, rose to become Chief Counsel before retiring in November 2024. He truly loved the law and took great pride in protecting and serving others.
Outside of his career, Richard found joy in cheering on Mizzou sports, especially when it meant tailgating and spending time with family and friends. He loved to travel, stay informed about current events, and had a special fondness for cats. More than anything, he treasured time spent with those he loved.
He is survived by his beloved wife, Toni; his brother, Paul Henry Tiemeyer of Rock Port, Missouri; his nephews, Nathan Tiemeyer (Rachel) of Columbia and Matthew Tiemeyer of Shoreline, Washington; and his great-niece and nephews, Jack, Hannah, Ben, Will, and Caelan, along with many other relatives and dear friends.
Richard was preceded in death by his parents and his sister-in-law, Karen Tiemeyer.
In lieu of flowers, the family suggests memorial contributions be made to the Arrow Rock Lyceum Theatre or The Bluffs Foundation.
Visitation will be held Friday, May 29, from 11:00 a.m. to 12:00 p.m. at Memorial Funeral Home, with a service celebrating Richard’s life to follow at 12:00 p.m.
