

INS (now Homeland Security) Administrative Law Judge (ret.)
Hon. Charles A. Del Bene, 81, died October 19, 2017, at Kaiser Permanente Hospital in Irvine, California.
Mr. Del Bene was born in Youngstown, OH, on January 4, 1936, the son of attorney Michael A. and Mary L. Orians Del Bene. He attended Saint Rose elementary and Girard High schools in Girard, OH, graduating in 1954. Thereafter, he attended John Carroll University in University Heights, OH, and received his B.A. from Youngstown State University, OH in 1960; he graduated in 1962 with a Juris Doctor degree from Ohio Northern University’s Pettit College of Law in Ada, OH, passing the Ohio Bar in the same year. During this period, he served in the Ohio National Guard.
After briefly practicing law in Warren, OH, he moved to Washington, D.C., where from 1966 to 1975 he served as judicial examiner for the Immigration and Naturalization Service (INS, Homeland Security) in Washington, D.C. He worked as a naturalization attorney, trial attorney and deputy district counsel for the INS in Los Angeles, CA, from 1975 to 1991. He served as assistant regional counsel, Western Region, for the INS in Laguna Niguel, California, from 1991 to 1998. In 1998 he was appointed Immigration Judge. He retired in 2005.
Mr. Del Bene married Jane Ellen Harris in 1975, who predeceased him in 2002. They were residents of Garden Grove, CA, settling in Laguna Niguel, CA, in 1992. He is survived by his daughters, Amanda Del Bene Jones (William “Joe”) of Blythewood, South Carolina, and Sharla Del Bene Stefanovich (Caleb) of Redding, CA, and four grandchildren (Phoebe and Ezra Jones and Sonja and Garret Stefanovich). Also surviving are his sisters Dorothy Del Bene Mohn of Girard, OH, Norene Del Bene Beach of Alexandria, VA, Joyce Del Bene Acheson of Lima, OH, and Pauline Del Bene Boye of Warren, OH. Services will be held at Pacific View Memorial Park and Mortuary in Corona Del Mar, CA, on October 26 at 2:00pm.
