

Billie was born on December 10, 1955, in Corpus Christi, Texas, to the late Billie Junior Elliott Sr. and Katherine Lee Schroter Elliott. He was a proud graduate of Tuloso–Midway High School, Class of 1975, and continued his education at Del Mar College in 1976.
On April 10, 1988, Billie married the love of his life, Peggy Ann Dilloway, in Dinero, Texas. Together they shared 37 years of marriage, building a life rooted in love, faith, family, and friendship.
Billie dedicated many years to the oilfield industry, working for C.C. Drilling until his retirement in 2015. From roughneck to tool pusher, he took great pride in his work and the life it provided for his family. A proud Baptist, Billie lived his faith quietly and sincerely.
Outside of work, Billie had a deep passion for the outdoors. He loved fishing, hunting, and golfing, and some of his favorite memories were made traveling with family and friends. He especially cherished trips to Ontario, Canada, fishing at Lake Matinenda and spending time with his wife’s family. He was known for inviting others along on adventures, including trips to Indiana, houseboat vacations on Lake of the Woods in Ontario, and Lake Cumberland in Kentucky. At home on Lake Corpus Christi, Billie loved hosting fish fries and barbecues—where everyone was welcome: friends, neighbors, and family alike.
Billie was a man of few words, but his love for his family and friends spoke volumes.
He was preceded in death by his parents, Billie J. Elliott Sr. and Katherine Elliott.
Billie is survived by his devoted wife, Peggy Ann Elliott; his children, Joshua Noakes (Allison), Tiffany Phillips (Keith) of Rockport, Texas, and Billy Carl Elliott of Dinero, Texas; his grandchildren, Alisa and Jordyn Noakes of South Bend, Indiana, and Gene and Levi Phillips of Rockport, Texas; his sisters, Marie Bussard of Corpus Christi, Texas, and Lela Collins of Orange Grove, Texas; along with numerous extended family members and friends who will miss him dearly.
The family would like to extend special thanks to Altus Hospice of Corpus Christi and Lake View Baptist Church of Mathis, Texas, for their compassion, care, and support.
