

She was born in East Orange, New Jersey on December 19, 1931. Nancy was 94 years old. She was the daughter of Ellsworth Rodman Bailey and Mary Ethel Luppert. Her family moved to Franklin, Pennsylvania in 1943. She graduated from Franklin High School in 1949 and was the Salutatorian of her class. She received a B.A. degree from Penn State University in 1953 where she was a member of Kappa Alpha Theta Sorority, a LaVie Bell and Homecoming queen.
On November 13, 1954, Nancy married Robert (Bob) Walter Judy from Lucinda, Pennsylvania. They moved to Dallas, Texas in 1955. She served her community for twenty years in a volunteer capacity while raising their 2 children.
In 1972, Nancy was elected to the Dallas School Board to guide the nation’s then 8th largest school district, where she served for 4 ½ years.
Nancy was an active Republican who was elected Dallas County Precinct Chairman for 12 years and served as area and regional chairman of the Dallas County Republican Party. She was named one of ten outstanding Republican Women of Texas and served as president of several organizations. In 1976, she was the Republican nominee for the U.S. House of Representatives 5th Congressional District and was also an elector to the electoral college. She served as Executive Director of the Republican party of Dallas County in 1977 and was also listed in Who’s Who in American Politics.
In 1978 Nancy was the first woman elected to serve as County Commissioner in Dallas County. She represented a district of 430,000 people, serving four terms until her retirement 16 later in 1994. She was endorsed by the Dallas Morning News, calling her a “Conservative with a Conscience”.
After her retirement, Nancy resumed her volunteer work, serving on the Salvation Army Advisory Board of the Greater Dallas Area for 20 years, including chairman of the Social Services Committee. She also served as Regent for the Michael Stoner Chapter of Daughters of American Revolution (2002-2003). She served 14 years on the Parkland Foundation Advisory Board.
Nancy and Bob travelled extensively around the globe. They travelled to the British Isles, the Alpine countries, Turkey, the Holy Land, the Czech Republic, China, Russia, Scandinavia, South America and Morocco. In 2008 the Judy’s enjoyed a four-month world tour. Nancy also enjoyed cooking, dancing, Bible study, hiking and learning about the history and culture of places they visited.
Nancy is preceded in death by her parents. She is survived by her husband: Robert W. Judy, daughter: Robin Ann Judy Huber, son: Matthew Rodman Judy and wife Marlene; 6 grandchildren: Aaron Huber and wife Marina, Bailey Huber Vega and husband Alex, Taylor Huber Cross, Reagan Huber, James Judy and wife Gracie, Matthew Judy Jr., 7 Great Grandchildren and her only sister and sibling, Mary Bailey Ritchie.
A visitation will be held from 6:00 to 8:00 PM on Monday, January 12, 2026 at Grove Hill Funeral Home in Dallas, Texas. A funeral mass will take place at 10:30 AM On Tuesday, January 13, 2026 at St. Patrick Catholic Church in Dallas, Texas.
