He is preceded in death by his father, Spencer Lee Riggs, Sr.; stepmother Jeanne Riggs; step-daughter Leona Medellin Ybarra; step-granddaughter, Ariel A. Ybarra; He is survived by his wife, Mary J. Saucedo-Riggs; sons, Spencer Lee Riggs, III and Cody Steves; daughters, Leighann Riggs-Harvey and Jennifer Karr; step-daughter, Celina Medellin; mother, Linda Riggs; brother, Bill Riggs; step-sister, Sheree Snell; step-son-in-law, Carlos Ybarra Sr.; grandsons Ian, Nathaniel, Connor and Christopher; granddaughters, Emmaleigh, Harmonee, and Daphnee; step great granddaughter Alicia N. Yvarra; step-grandsons, Carlos Ybarra Jr., and Mario Ybarra; step-great-grandson, Travis Ybarra; and many extended family and friends. Spencer followed in his fathers' footsteps as a professional plumber. He enjoyed listening to country and rock and roll music. He had a love for cooking and going on cruises along with watching old western movies, wrestling and car racing.
Spencer will always be known for his famous family and ROTC cookouts/picnics. He was known as "Papa Riggs" by Skyline High School ROTC students in Dallas, Texas from 2007-2011
