

Funeral services will be held at 10:30 AM, Wednesday, September 28, 2016 at Trinity Lutheran Church with additional visitation held one hour prior to the service. Visitation will be held from 3-7 PM, Tuesday, September 27th, 2016 at the Runge Mortuary. He was born October 15, 1938 in Davenport. He was the son of Clarence E. Hagen and Margaret (Dittmer) Hagen. He was a lifelong citizen of Scott County. He attended Davenport Schools and Trinity Lutheran School and graduated, Davenport High, Class of 1957. He joined the Naval Reserve as a junior, upon graduation he went to Cedar Rapids Barber College. He then came back to Davenport to barber until he was called up for active duty. He went to Chicago for boot camp, and was assigned to the USS Randolf, an attack carrier. He toured the Mediterranean, serving 2 tours. While there he visited Athens, Greece; Island of Rhodes; Barcelona, Spain. In Italy, he visited Naples, Rome, the Coliseum, leaning tower of Pisa, Corsica and Malta. He was released from Active duty on May 30th, 1960 as a 3rd class Petty officer.
He married Jill Marti on July 30th 1960. She was the daughter of Luverne and Josephine (Kreiter) Marti. She was an Honor Student and was the captain of the cheerleaders. Jill passed away October 2nd, 1995.
He then was married to Barb Atha for 10 years.
He was a life time member of Trinity Lutheran Church, Davenport. He was a board of Elder member 2 different times, and an Usher for many years. He managed the Kahl building barber shop for 13 years. He was active in the Young Republicans and served as President in 1965. His father Clarence was the County Recorder for 28 years and decided not to run again, so Richard ran for the office and was elected in 1974 and held that position until he retired on December 3rd, 1999. He served as President of the Scott County Library Foundation, and on the United Way board. He also served as President of the Iowa State Associations of Counties. He was appointed Advisory Commission of Intergoverned Mental Relations by Governor Ray, and re-appointed by Governor Branstad.
He was President of the Walcott Lions Club, and was awarded outstanding Lion of the year, and the Warren Coleman Award. He coached Walcott Dads club softball for 10 years. He was awarded the Community Service award from the Walcott Day committee, a committee which he served for over 35 years. He also appeared as William Walcott for Walcott Day and other Walcott events. He served as Walcott Day committee chairperson, and emceed the evening program. He dressed up as Santa for 35 years at the Scott County Courthouse and several downtown Davenport banks and businesses, as well as in Walcott and the Salvation Army. He served on the Salvation Army board for 4 years. He was a Hospice volunteer in Venice, Florida, doing veterans pinning and did the same for Clarisa Cook hospice in Bettendorf and Davenport. He enjoyed fishing, hunting and golfing with friends and family. He had 2 hole in ones.
Richard is survived by his Sister, Helen Hagen of Davenport, his daughter Trish (SB Snyder) Hagen of West Long Branch, New Jersey and son Reed (Lisa) Hagen of Walcott. 4 grandkids, Sarah Miller of Knoxville Iowa, Matt Miller of Des Moines, Drew Hagen and Deke Hagen, both of Walcott and 5 great grandchildren.
He was preceded in death by his mother and father, a brother Roger and a grandson Jonathon Richard Miller and his wife Jill of 35 years.
