

Born on December 4, 1957, in Atlanta, Georgia. Regina’s artistic talents blossomed early and continued to flourish throughout her life. Everything she touched turned into a masterpiece.
Regina successfully owned and operated “Regina Carter Quilts” for 20 years. Her ability to envision masterful pieces of art before even cutting the first piece of fabric was nothing short of brilliant. The vibrant colors and intricate details in every quilt she custom made were extraordinary pieces of art. She would carry the quilts to shows, quilt guilds, fairs, and competitions across the state of Georgia. Her work was featured in several prestigious art magazines and newspapers. Her wall of ribbons was impressive to say the least. Along with being a Master Long Arm Quilter, she loved sharing her knowledge with others. She would teach classes to help other quilters develop new skills and gain confidence within themselves to continue creating. She also enjoyed doing programs for Quilt Guilds, she playfully referred to them as “Drag and Brag” instead of “Show and Tell.” Regina had a flare for life and lived outside of the box. Regina never did anything that was not on her terms!
Regina was married to Randall B. Carter for 41 years. Together they enjoyed having family and friends around to swim, fish, eat cheeseburgers, or just hang out.
Beyond her artistic achievements, Regina was a loving mother to her two daughters, Jessica, and Jamie. She found so much joy in adventures with her girls. She taught them to be strong and always do what was right. She gave them a love for music and this they shared often by going to concerts together. She loved activities that increased her adrenaline such as fast cars, skiing behind 20 foot yachts in the middle of the ocean, roller coasters, roller skating, dance classes with her daughters, beach walks, and snow tubing. She also had a passion for shopping and planting flowers with her mother, Sandy. And visiting with her Daddy, James was a favorite past time. Her love for boots, shoes, and all things pink (including her hair), and all things that were eclectic that glittered or sparkled always made her smile.
Regina was also a grandmother to five beautiful grandchildren, Britni, Bailey, Payton, Jacob and Evan. And great-grandmother to four great-grandchildren Brandon, Ashton, Braylen, and Riley, who all loving called her Grannymaws. She loved them tremendously and she made sure that they never questioned that. She was the Grannymaws that showed up for her grandchildren as well as her great-grandchildren, she was the fun loving and sometimes very bright (clothing) grandmother who they all loved so very much.
Regina was also the favorite aunt to most of her nieces and nephews, she was given the name of Gene Gene by her first two nieces Carrie and Randi-Lynn. Regina set the standard high for all other aunts when it came to the love that she shared with them all.
Regina had no shortage of love, she loved fiercely, and it was felt by everyone who knew her. To know Regina was to appreciate her creativity and to love her. She was beloved and respected in her quilting community and by her family and friends.
Regina is preceded in death by her sisters Jennifer Lynn Korn, and Tammy Hutchenson. (What a great reunion they are surely having together now)
Regina is survived by her father James Melton (Linda Penny Melton), her mother Sandra S. Gunn, husband, Randall B. Carter, her two children, Jessica C Clark (Joshua Zane Clark), Jamie R. Allen (Ben Allen), five grandchildren, Britni Liberacki, Bailey Wade, Payton Allen, Jacob Allen, Even Allen and four great-grandchildren, Brandon, Ashton, Braylen, and Riley. Four sisters, Laura Murphy, Lisa Hines, Victoria Stauffer, Shannon Mikel and one brother, Matt Melton. Many nieces and nephews, and countless other family members and friends.
A Celebration of Life will be held on May 11, 2025, 12:00 at the Recreation Hall at Harrison Bay State Park in Harrison, TN. 7855 Bay Marina Circle, Harrison, TN. In honor of Regina, we are asking everyone to wear pink. We will be serving her favorite meal “cheeseburgers and mac and cheese.”
