

SAN DIEGO - Born on a farm in Ottawa, Kansas to Irl and Ester Keagy, Ros was the youngest of three brothers and attended a one-room grammar school. After graduating from Ottawa High School, he enlisted in the U.S. Navy, attended boot camp in San Diego and served during the Korean War. Ros graduated from SDSU in 1958 and received his J.D. from UC Berkeley Boalt Hall School of Law in 1961. Ros began his legal career working for Caltrans condemning property for state highways. During these early years, Ros married Kathryn Sobon and they had four children (Karen, Kit, Ken & Mike). He later married Shirley Gibson in 1972 and welcomed two stepchildren (Danny & Becky) to the family. In 1966, Ros and Frank Asaro formed the Asaro & Keagy law partnership in San Diego. Ros specialized in condemnation law and was the attorney of record for many state appellate decisions and several state Supreme Court decisions. Ros was also licensed to practice in the United States Supreme Court. Ros helped in drafting the revised state eminent domain law in 1975 and was known throughout the legal community as the “dean of condemnation law,” a gentleman and a consummate professional. After Shirley’s passing, Ros met Jackie Watson, his life-partner with whom he spent his later years traveling abroad and enjoying retirement. When not in a suit and tie, Ros could usually be found in a pair of Levi’s and a t-shirt working on a home project, or enjoying RV trips, Chargers games, family get-togethers and his cabin in Colorado. He is survived by his daughters Karen Bennett and Kit Brawner (Rick), his sons Ken Keagy (Sharon) and Mike Keagy (Brenda), his stepson Danny Gibson, his stepdaughter Becky Berke (Bill), 9 grandchildren, 2 great-grandsons, nephews and nieces. Ros was greatly loved and will be missed by his family and friends. A celebration of life service and reception will be held at 11:00 a.m. on Thursday, February 2, 2017 at Skyline Church, 11330 Campo Road in La Mesa.
