

He was born May 21, 1934 in Lisbon, AR to Harvey W. Parks and Luddie Davis Parks. Billy retired from the U.S. Postal Service after 30 years of service and the Smackover Volunteer Fire Department and was a veteran of the U.S. Army. He was a member of the Smackover Masonic Lodge #717, an avid fisherman, and he attended St. Mark United Methodist Church.
Preceding him in death are his parents, his first wife, Jo Ann Parks; brothers, Homer Parks and JC Parks and a sister Carmen Daisy Parks.
Survivors include his wife Floy Garrett Parks; sons Jim Parks of Benton and Glen Bradham El Dorado; daughters, Brenda Bates and husband Scott and Donna Paxton and husband Everett both of Smackover; sisters, Velma Jean Smith and husband Don of Smackover, Glenda Sue Williams of Magnolia and Peggie Thomas and husband Mike of Haughton, LA; granddaughters, Sara Paxton and Kelsey Paxton; grandson, Taylor Bates all of Smackover; and great-grandson, Carson Bates of Mt. Holly and a large number of nephews, nieces and friends.
Funeral services will be 10:00 a.m. Saturday, April 28, 2012 at St. Mark United Methodist Church with Rev. Mike Proctor and Rev. Steve Pelz officiating. Burial will follow at Salem Cemetery under the direction of Young’s Funeral Directors.
Visitation will be held from 5:00-8:00 p.m. Friday, April 27, 2012 at Young’s.
Serving as pallbearers will be Jeff Harrington, Paul David Parks, Robert Parks, Tommy Parks, Gregg Rowan, Jeff Smith, Mark Smith, Brent Thomas. Serving as honorary pallbearers will be LeCroy Clawson, Johnnie Powell, Leroy Roberson, J.D. Rowan, and B.W. Tyson.
