Helen was born in the small country town of Palestine, West Virginia. The daughter of Charles Otmer and Clara Grace Dye. Her father was a schoolteacher and farmer, her mother also taught school before marriage. Helen was the seventh child of a family of ten. She had eight brothers and one sister.
She graduated from Elizabeth High School in May, 1954 where she was a member of the National Honor Society and was secretary of her senior class.
She attended Charleston School of Commerce in Parkersburg, West Virginia.
She worked as a bellhop in a local fast food business and also worked in a local hospital cafeteria in Parkersburg, West Virginia. She also worked at Yonkers Sewing Manufacturing Factory, and as a secretary for an attorney until se accepted employment with the federal government.
She was a member of Good Hope Baptist Church where she was married to Charles Mock on April 17th, 1960. They had three lovely children; Curtis Nolan (Curt), Charles Wallace (Wally), and Cindy Grace.
She became a member of Columbia Baptist Church, where she serves as a worker in their nursery
