

Billy was born in Kaymoor, West Virginia on January 25, 1943, to the late Bishop (Dock) and Helen James. He was preceded in death by three brothers, Waverly, Andrew, and Jesse; and two sisters, Betty (his twin), and Louella.
Billy graduated from Fayetteville High School and excelled in football, earning the nickname "King James" for his athletic ability on the field. He was drafted into the Army immediately following graduation. Billy served a tour of duty in Germany, gaining valuable experience and skills along the way. However, his commitment to serving his country did not end there. After completing his time in the Army, he enlisted in the Navy, where he continued to serve with distinction. Billy's time in the military was not without its challenges, but he faced them with courage and determination. He earned an honorable discharge, capping off a career of service that spanned two branches of the armed forces.
After Billy’s honorable discharge from the military, he lived in Washington, DC, briefly, and later resided with his parents in Garten, WV, until their passing. And later resided in Garten with the help of family and multiple caregivers until he was no longer able to stay at home.
Billy was known among those who knew him to be a man of few words, but that did not mean he was unapproachable or unfriendly. On the contrary, he had a clever sense of humor that always caught people off guard and made them laugh. When he did speak, it was often with a wry smile on his face, and his words were always thoughtfully chosen.
Billy loved spending time with his siblings, nieces, nephews, family, and friends, and he was very big-hearted. He enjoyed family in-person visits and cookouts.
Billy was also a faithful member of Mt. Zion Baptist Church, Garten, WV. He attended services regularly and he enjoyed worshiping and found comfort in the teachings and fellowship. Unfortunately, as his health declined, Billy was no longer able to attend services as frequently as he would have liked. However, he remained committed to his faith and continued to find solace in prayer and reflection. Billy loved the Lord, and he was assured of his salvation, and he often expressed it in a humbling, excited manner.
He leaves to mourn two brothers: John (Jessie) of Marion, OH and Frankie (Wilma) of Greenbelt, MD; three sisters: Lucy Bell of Waldorf, MD; Viola Stephens of Oxon Hill, MD; and Brenda (Carlton) of Bryans Road, MD; one aunt, Margaret Matthews of Oak Hill WV; two sisters-in-law: Delores Davenport James and Carolyn Lawson James and a host of nieces, nephews, cousins, relatives and friends.
The viewing will be at 11:00 AM - 12:00 PM and Funeral service will be at 12:00 PM, January 27, 2024, at Mt. Zion Baptist Church, Fayetteville, WV with Rev. Keith Walker officiating. Burial will follow in Huse Memorial Cemetery, Fayetteville, WV.
