Willie, Always in my thoughts and in my heart. Thank you for everything we shared. You will never be forgotten.

When I remember Wilfredo, I recall, with great joy, his enthusiasm for life.  He would say, " man does not live to work, but works to live.  I too miss Wil a great deal.  We were young and couldn't imagine reaching retirement, but we did.  RIP Wil. hugs to you Theresa.

I am so sad that writing this is very difficult for me. Even though from a distance, our relationship was very close. My cousin Ifro, son of Juana Viera, as he used to say, was a very special person.  Through the years he was always present in our lives. I remember, after Hurricane María, receiving batteries a water pump, a small radio, anti-itch ointments and other items that I didn’t know where it came from.  After some time, I knew that it was Ifro who anonymously was taking care of us. That is the kind of person he was. A man with a kind, generous, considerate, and loving heart. I will miss him greatly; he knew how much we loved him and Tere. 
I will always lovingly remember him, Nixa Viera, “la bebé de Miguel Viera” as he always called me. 


Wil Vargas became my  Deputy Commissioner at NYC HPD during the "1990's and I'll always remember how smart, intelligent, and witty he was.  He had all the qualities of a true leader and it wasn't long before we realized that we were developing friendships that would last us a life time. Wil was always supportive of every program that I initiated at the agency and his encouragement always gave me confidence to go that extra mile.   It was funny that he never referred to me by my first name and started calling me by my initials "DK" which was ok by me.  Memories of parties, celebrations, events and good times that we shared will remain in my heart always. He and his wife were perfectly matched and just recently my grandson wanted to know how we were all related because he missed the little get togethers we used to have.  I told him we weren't related by blood but by God.  
So long my "texting" buddy. I will miss the political cartoons and jokes we'd send each other each week.  HPD may have made us co-workers but you made us family.

I for sure will never forget this guy, met him when I was about 16yrs old at Los Sures (1976 perhaps) he was always so energetic and happy and always acknowledged my presence with a "Hey little Esther" everyone liked him! Fly high Wil, forever in my heart ❤️ 

Wil was a true "Mensch" in every sense of this Yiddish word.  A man of character, passion and devotion for family, work and friends.  A true Boricua...Wil was real sharp wearing one of his stylish gauyaberas...that's how I will always fondly remember him.   I first worked with Wil and his staff when he was Assistant Commissioner of Relocation in the '80's and of course, Wil became my boss at Equal Opportunity in the '90's.   HPD grew and met its' goals through his ceaseless efforts...that's no exaggeration.   Extra special for me was the invite to Heidi's Communion Party...there was a lot of love in the room that day.  

Deepest condolences and love to Teresa and family.  May Wil rest in sweet eternal peace.

Willie, words cannot describe the great and kind person that you were. My first Boss and I learned so much from you. Thank you for all the great memories which I will forever treasure in my heart.

I was about eleven years old , he a year older,  when we met, and Wil shakes my hand; no one had ever shaken my hand before.  We were friends forever.

Super fond memories of Willie at HPD-RELOCATION during the early eighties. Willie was a supportive boss and good friend. Will miss his funny and provocative messages.
