Reynaldo Castillo De Castro was born in the province of Alitagtag, Batangas, Philippines on December 25, 1920. He met his wife, Filomena Selorio in Arlegui, Quipo, Manila, Philippines during their college days. He completed his education earning the degree in Bachelor of Science in Civil Engineering and Bachelor of Science in Sanitary Engineering at the National University, Manila. He started work at the Bureau of Public Works as a Civil Engineer. Reynaldo and Filomena got married in 1949 and were blessed with eight children namely Ruben, Rolando, Nimfa, Ernesto, Danilo, Renato, Maria Fe and Ceasar. They have nine grandchildren namely Rochelle, Crystal, Mark Roland, Catherine, John Vincent, Andri John, Angelyn, Melissa and Camille and have three great grandchildren Ava Cailee, Keisha and Miguel.
