

Died peacefully at her home in Chevy Chase on July 1, 2015. She was born in Memphis, Tennessee on April 10, 1937 and lived in Chevy Chase for over 40 years. Frances is survived by her husband John, their children David Higgins (Lisa), Elizabeth Torp (Lyle), Jack Higgins (Courtney) and 11 grandchildren. A graduate of Memphis University, she had graduate degrees in Education and the Classics from the University of Maryland. She taught grammar school at Sacred Heart School in Mount Pleasant during the eighties. In 1989, she joined the faculty of Our Lady of Good Counsel High School as its Latin teacher. She retired from teaching in 2014.
In addition to teaching, Frances was the Town Manager for the Village of Chevy Chase Section 5 from 1993 until her death. Visitation for family and friends will be in the Litton Gym at Our Lady of Good Counsel in Olney Maryland on Sunday, July 5 from 4pm to 7pm A Mass of Christian burial will be celebrated at The Shrine of the Most Blessed Sacrament on 3630 Quesada Street,, N.W., Washington, D.C. at 11 am on Monday, July 6.
In lieu of flowers, memorials may be made in France's memory to the Sister Kathleen Lannak Endowment Fund at St. John the Evangelist School, 10201 Woodland Drive Silver Spring, Maryland 20902 or to Our Lady of Good Counsel High School, 17301 Old Vic Boulevard, Olney, Maryland 20832.
